Resolution: The Password manager service config “Data Proxy” or “Self Service Features Account” had an invalid domain name specified or they differ from . Each other In my instance i had provided a
FQDN of domain.local in the data proxy, but just the NETBIOS in the self service section after rerunning the PMService config with both domain settings entered with the NETBIOS address only, the installation ran successfully and the service started.
