Code 19: Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged
When attempting to install an o2 USB HUAWEI dongle for the internet connection – it tries to load a virtual CD/ DVD Driver (im guessing) that allows windows to install the software for the device.
The Current DVD-RAM drive was already having issues (Unable to start – code 19) and when plugging in the HUAWEI – it was no better.
Resolution: (and tested)
Cut and past the below as a .reg file, run it and reboot your device. This fixes the physical CD / DVD issues so that the USB Dongle could then start without issue.
