Resolution: Another MSI Installer is running and has locked the MSI execution process. Wait for that process to complete before launching another application. Instance: In this instance the error occured with a MDT deployment of a fully scripted ZTI build deploying MS Visio, and the installer failing becasue another application was still running in the background)
